This repository is easier to adopt when treated as a bundled capability pack, not a flat list of unrelated skills.

Package Positioning

Use this repository as:

• a New Zealand student and newcomer onboarding package

Group the skills into 5 bundles.

Keep the current file layout for compatibility, but present the repository in this order:

External Packaging Guidance

If another project wants to ingest this repository, the cleanest unit is:

• or the Arrival Setup bundle as a standalone package
